I'm actually tired of hearing this. If the team moves, it will be because there isn't going to be a new arena, period. No new arena means it just isn't financially viable to stay in Sacramento, regardless of how many fans show up. Sell-outs won't even save the team without a financially viable arena.
It's the weird "look the fans weren't there, we aren't such bad guys" mentality of owners who are looking to get out. People often try to morally rationalize a uncouth act. City bailing owners like to put out less than attractive products, lie to the fanbase and create dissent, so in some imaginary happy world it looks better.
Their reasons for leaving are often otherwise than stated, but when you're selling something to someone else, you want to explain how all the faults are not your fault. Like explaining a bad credit score or why you got fired.
You have to convince your new city and convince the other owners to approve the move. You have to be a used care salesman.
