I haven't thought a lot about this but I would think the cap might be relatively hard to keep parity and the Bird exemption would stay in place and perhaps enhanced to benefit the team to keep player continuity for the fans. I miss that. So, spend what you need to to keep your own player but otherwise all the other exemptioons can be done away with, especially the MLE. Perhaps eliminate the luxury tax if the only way of going over the cap is the Bird exemption.
Player continuity in a city is very important to me. It is meaningful to draft a player and have him retire without a team switch. It was very much like that in the past and the fan gets attached to the players far more than now. Although the fans that post here know everything about everybody on our team, the casual fan will be drawn more to the team if he/she isn't witnessing the musical chairs approach that is in play now.

I hate to quibble over the word hard, but the very definition of a hard cap, is that there are no exceptions. It's the exceptions that the league is trying to do away with. I can see a grace period where the hard cap is phased in. But if the Larry Bird exception is allowed to continue, then its not a hard cap.
