The writer is Seattle based so it's understandable why he would go on a mini wild goose chase. Still, I don't know why George felt the need to go to Seattle and ask them about their arena problems when it's a completely different problem from what Sacramento is dealing with.
Also, the writer seems to be confusing the convergence plan with the old Cal Expo plan. He doesn't have his facts straight so I'm not putting too much stock in this article for now.

Yeah, some of the details are just wrong or mixed up. Maybe not surprising, considering the complexity of the whole history and the current proposal. He says the voters have rejected an arena plan several times. It fact, it has only been put to the voters once.
And that fell apart, more because the city grossly mislead the Maloofs and The NBA (Stern/Moag) about what money was already in place for infrastructure in the Railyards. (It was actually zero dollars and the city had no idea where they were going to come up with the money) The developer was angry, too, and almost dropped the whole project right there.
