Limit MLE to teams under the luxury tax? Then what's the exception for? Teams that aren't over the cap don't need a mid-level exception... That's why it's called an exception. If you're under the cap, you can just sign the player to a regular contract. It would seem as though what you actually want is to abolish the MLE.
