Money isn't everything. The free agents that turned down more money to play elsewhere should have proven that already. Some people want to like where they work. Some people don't want to feel like they are wasting their efforts, and that is just normal 9-5 guys, let alone guys who only get a handful of years in a specific industry. West did turn down over 10mil to make this move, but he's been in the league 12 years, and made over 87 million in his career. I doubt he'd rather have another 10 mil than a championship at this point.I don't get it.
But, you know what? At least it's the Spurs. They were going to be in the playoffs for sure next year anyway. It's a heck of a lot better than West going to a different Western Conference contender and maybe helping them steal our (hopeful) playoff slot.

I wouldn't mind having Josh Smith but not if he is going to start. We need a low usage player starting next to Cousins. I'm fine with either Cauley-Stein (if he proves he is ready) or Koufos. Let Collison & Smith be the the higher usage players off the bench. Smith off the bench should bring good balance to our team. Smith in the starting lineup could disrupt that.
I don't see those guys coming over this offseason. And if they did I don't know that they'd sign minimum deals.
I think Josh Howard and then minimum deals for a guy like DeAndre Liggins (or maybe James Jones) and a minimum deal for a center like Hollins, Cole Aldrich or Jeff Withey would be an ideal finish to the free agency period.
Okay, I'm not entirely sure that I know how waivers work with multi-year contracts, but my understanding is that Smith still gets his Detroit contract no matter what for the next few years. Whatever money he gets paid by his eventual team is just offset by the Detroit dollars, meaning Sacramento should be able to sign him for vet minimum and the difference is made up by the Pistons. It may even be preferable to sign a minimum contract here for a year as the state taxes would come out of wherever the paycheck is drawn, so he would pay lower Michigan taxes on the Detroit paycheck.

Josh wants nothing more than to play with/for people who want him. With money already secured from the pistons contract, anything is just icing on the cake.
Rudy knows josh can't pass up playing with him and Rondo.

So a max Cap offer of 3.6 Mil reduces his Detroit 5.4mil by 1.3 Mil , so he gets 3.6 from sacto and 4.1 from Detroit total salary 7.7 Mil!!!! Do it Josh!!!
I'm clueless on the cap rules, but if this were the case - why would we give Smith 3.6 Mil, instead of the vet minimum if Detroit is on the hook for the rest of the 7.7?
As to what is termed the "offset" - if (when) Smith signs a contract with another team (NBA, Euro even) Detroit is allowed to reduce the amount of money they owe him by one-half of the excess of his contract over the league minimum. A simple rule of thumb is that for any contract Smith signs, he is going to get $1M and then one-half of everything on top of $1M in addition to the full amount of his previously-waived contract. So if he signs for $3M, he gets $2M. If he signs for $5M, he gets $3M. Those values are on top. (Technically he gets the full amount from his current team and Detroit pays less, but that's how it works out.)
So anyway, he does have an incentive to get the biggest contract he can, but it's basically only half the incentive that he would have had if he hadn't been waived.
