It depends on whether or not he signs the offer sheet NO presents him. If he signs it, the only options for the Kings are match or let him go to the Pelicans. If he doesn't sign the offer sheet, though, he can still negotiate a contract - of any allowable size - with the Kings.

Reke is meeting with Detroit next. Could be a good landing spot. He'd probably get to play point, which I think he wants, they have a ton of cap room, and they have some good young pieces. Not sure what if anything we'd get back in a sign and trade.
I think that's what the deciding factor will be, he's looking for a team to commit giving him the ball as a PG and there are likely multiple teams which will do just that. Only question is do we match and/or are we one of them.
When meeting with Reke today PDA will need to show he fully understands how the previous regime misused him and all the steps he's committed to in order to fix that going forward. And it needs to be clear. Reke won't willingly come back to us if it's just an experiment at point or if he might see some time at SF. I think he'll be guaranteed 35+ min per night as a PG somewhere and that is highly attractive after the crap we put him through.

Can the Kings "counter" or can they only "match"? Is Tyreke allowed to agree to $11M to play PG for Kings if Pelicans have offered $11.4 but want him to play SF?

The New Orleans Pelicans made a lucrative, four-year offer to Tyreke Evans in last night's meeting. Story to come.
Once Tyreke signs an offer sheet, there is no countering. You either match, or kiss him goodbye. However, if New Orleans offers him 11. 1 mil, I seriously doubt he just up and sign it. It gives him leverage to negotiate with the kings, or with other teams.
Someone with more CBA knowledge can correct me if I'm wrong (and I am quite often) but I'm fairly certain Tyreke can only sign ONE offer sheet. It isn't as if another team can make him a slightly better offer and he can then sign that new offer sheet. If he signs with New Orleans he's either going to be a Pelican or a King. Once he signs, he doesn't have any leverage and the Kings have a decision to make.
Yeah, I'm aware of that, but that still pretty much adds up to Nobody. They've actually got four minimum (or very-near-minimum) contracts, but they are Lance Thomas, Brian Roberts, Darius Miller and Terrell Harris. They could also sign second round pick Pierre Jackson to give them the ever-so-necessary 5'10.5" fourth PG (counting Roberts, not counting Tyreke). In my eyes, that all still adds up to Nobody.
And it can't be a sign-and-trade if Tyreke actually signs the QO. At that point it's match or don't. We could work out a S&T with New Orleans under threat of Tyreke signing the QO, but that's only if we're not willing to pony up and match.
In my mind, I wouldn't want a bunch of worthless salaries to dispose of. Vasquez would certainly be a target, and I wouldn't mind having him. They also have Robin Lopez who is operating on a non-guaranteed contract for this and next season. I doubt they'd be willing to give him up, but it would be worth a try. He's a good defender if nothing else.
