What are the rules about when we can do trades?

In Petrie's press conference I thought I heard him say that teams out of the playoffs can do trades now. Is that true? Can each team join the action as soon as they are eliminated?

Yes, teams can do trades as soon as the season ends, but they can't trade guys whose contracts are expiring in 2007 (like Corliss) or who have ETOs (like Bibby). Players with ETOs can only be traded after July 1st.

We can't trade with anybody in the playoffs, though, until their season ends, tho. So right now, that's 16 teams we can't trade with.

I work for the government and have written regulations. The government has nothing over the CBA when it comes to obfuscation and just general hair-pulling type reading.
