Sorry to be so pessimistic, but with all the stuff that's happened in the past, I can't help being negative in nature with any hint of bad news showing up.

Does anyone know if these protesters stand a chance of halting the Arena being built? Or will the Arena be built in time?

The arena will be built on time. Just because the judge ruled the plaintiffs can file a claim doesn't give that claim merit.
