I went team by team and looked at their commited rosters for next season, and the amout of money they had available to spend. Rather than cover the teams over the projected cap for next season, I'm starting with teams that have more than the Mid-level excemption and above available. Bear in mind that teams over the cap would still have the mid-level, somewhere between 5 and 6 mil available to them.
So I'll start with the teams with the least amount of money and work my way toward the teams with the most. I'm also lising each teams freeagents of note, which in many, if not most cases, will take up a significant chunk of their capspace to resign.
Nuggets: Available capspace - $6,612,687.00. Freeagents: Andre Miller (unrestricted), Javale McGee (restricted), Rudy Fernandez (restricted).

You can judge for yourself which teams will be big players and which won't. I'm also sure that some of these teams, such as the Kings, still retain their amnesty clause. I'm not going to make any predictions, other than I doubt a team like the Spurs will let Duncan walk after all these years, and the Nets, who have a lot of capspace could use almost all of it resigning their own players. If Deron Williams wants to stay, he could help them by not opting out of his contract.
The Kings only have one freeagent, Thompson, that they'll try and resign. Its a little tricky though. By extending him a qualifying offer, they make him a restricted freeagent. However, until his situation is resolved, there's a cap hold put in place that would use up a huge chunk of their total capspace. A way around that, would be to relinquish his rights, making him an unrestricted freeagent. But because you still hold his bird rights, you could offer more money than anyone else and go over the cap to do so.
Of course, being unrestricted, he could turn down the offer and sign with someone else.
