Wierd, I dont see the incentive for the teams to pay for more than 13 players, especially if over the salary cap.

And I dont see how players would benefit if the Assoc gets a wad of cash.

On the first point -- not sure what you mean, but basically the NBA has to pay a penalty AFTER the season when they tally up who used what. So there are no "free players", just a method to calculate a fine basically.

Would make sense that the money that goes to the PA would be redistributed to the remaining players, or spent on player-related projects, or maybe even could work in leiu of dues. In any case, I'm sure there's some minor ancillary benefit to the players.

As far as the inspiration for teams to pay more than 13 -- that's an interesting one. Its possible the NBA could basically pass the costs onto he owners or something. But obviously if they had written it in such a way that only owners who employed less than 14 guys would have to pay the fine, then that would pretty much have been the same thing as just requiring 14 per team since no owner would willingly pay the fine when he could just employ a player who might be of use instead. So maybe this is just some minor form of the rich owners covering for the poor? Or maybe the NBA looked at the annual averages recently and decided for every tightwad there was a Mark Cuban keeping a deep roster. Not sure, but there must be SOMETHING in there, because otherwise the inspiration really would be for every team to scrimp and dump the responsibility of reaching an average of 14 on everybody else.
