Based on the information in that link, here's the verbage of the two measures:

COUNTY SALES TAX
Shall the Board of Supervisors levy a ΒΌ percent transaction and use
tax (sales tax) for a maximum of 15 years for general governmental
purposes?
and...

ADVISORY VOTE ONLY. THIS MEASURE DOES NOT
INCREASE TAXES. To enhance cultural and entertainment
opportunities and improve quality of life, shall up to 50% of any new
voter-approved sales tax be used for a new sports and entertainment
facility with remaining amounts used for local priorities such as:
road, transit and park improvements; police, sheriff and fire safety
enhancements; libraries; after school programs; and arts and cultural
facilities/programs?

It's also important to note:

pursuant to Section 9603(c) of the Elections Code, the results of the advisory vote will not be controlling on the Board of Supervisors, nor will the advisory vote bind the Board of Supervisors in any way in the expenditure of any new County sales tax revenues approved by the voters, but it will be informative of voters' preferences.

I saw some things writing that were interesting. There is a Sunset on this tax 15 years after it starts. No wiggle room there. It will take another vote to extend beyond 15 years. I saw many folks were rolling their eyes on that really being in there - but there it is.

I think the fact the verbage in both measures is pretty clear should leave less chance of misinformation/misinterpretation. I sure hope the public education begins soon... to counteract the Bee, if nothing else.

It's interesting that those nearby but out of SAC County will not pay the tax on automobiles purchased in the County, as long as they prove their out of County address.

Same is true for any goods purchased in SAC County but delivered to an address outside the County. So you Placer, Yuba, and El Dorado County residents that want to come into SAC County to make big ticket purchases of furniture, refrigerators, washers/dryers, lumber, etc., I'm sure retail businesses will be offering free delivery (even more than you see now) as a competitive advantage and to help you avoid the extra tax.

So out of County residents that buy a lot of stuff in SAC County, if they play their cards right, are not nearly as impacted as County residents.

Ah, but I plan on making MORE purchases in Sacramento just to help the tax.

:p

And don't forget about Yolo, Butte, Colusa and Nevada counties.

1kings after myself waking up on this exact issue it comes to about 50 or so bucks to purchase a car. I doubt that is going to change were people purchase anything.

Okay so I live in YC... I am most likely not going to Sac to get most of my purchases anyway and I don't.... so that argument is very soft. If I buy furniture, its going to be and has been off HWY 20 at Levitz. I don't see were this is going to be an issue. To me it's more of an excuse and not really about the issue at hand.

My spending habits won't change. Sure I don't live in SAC but I work there so it does affect me. Personally it affects me in a very very negative way as far as going to and fro work. But in the end it's about the Kings.

Every non-County resident is not alike. ;)

What about a business in Yuba City or El Dorado Hills that needs to deck out a whole new office and gets the best deal on furniture in SAC County? The dollars add up quickly. The impact is real.

The purpose of my post was to deflect any criticism of this deal coming from outside of the County, showing that the minimal impacts for SAC County residents are even less for those of neighboring counties.

Wait, non-binding? So, if the measure fails and the Maloofs threaten to bail, a bold group of supervisors could add the tax anyway?
No, the tax vote has to be approved by the voters to be implemented.

It is the second measure that is non-binding - "How do we spend the money?"

Basically, if the vote passes to implement the tax the county has complete discretion on it's use no matter how the second vote turns out.
