It is believed that the local bands of Indians in this area are descended from these people who are believed to exist 150 score before Andrew and James were born. Like other ancient people, they had ancient art that still exists in the area known for it's long-distance telephone history; but good luck finding the art, the locations have been kept confidential to prevent vandalism.

These people used the atlatl and spear for hunting and used basalt for their mortar and pestals.

The answer is the name of the city in which the most western artifacts of these people were found and the name of the ancient people.

The people are the Martis who occupied present day Nevada County, which was home to the first long distance telephone lines in the US. While Martis art is distributed across the Sierras, French Lake is home to both petroglyphs (older than the pyramids) and a telephone site.

Oroville is the city furthest to the West where Martis artifacts have been found.

The artifacts were first discovered in Truckee.

Do you mean the city with the most artifacts or the city with artifacts located furthest west?

I am in Martis Valley right now,(and every day) Martis Creek is less than a mile from here.
 
OMG. I can't believe I almost missed this one... It's BROWNSVILLE!!! But the Brownsville where the movie was filmed is actually Brownsville, Oregon and not Brownsville, CA... otherwise, the clues fit perfectly.

Nice! I didn't think about the town it was filmed in, other than the part that was filmed at the bridge near Fall River Mills. Then I kept focusing on the fictitious town, Castle Rock, that the story was set in. The only Castle Rock I could find was near Santa Cruz.

It is not Brownsville... that is in Oregon... keep digging!
 
Okay, I think I've actually found it this time - McCloud.

I have known people who have gone into these abandoned underground lairs and managed to escape with limited injurues. Dangerous place to play; asbestos, chemicals, deep water, jagged metal, and long drops down silos... There is one in a city in the north, one just west of Beale in the smallest mountain range in the world, and one in a city south of Beale.

The answer is the names of these three places from North to South.

So you've got an underground lair, now what are you going to do with it? Some felt it was a good place to house sheep; others made an underground ice-skating rink; and during prohibition, well, you can guess what happened then. Or, when running from the military, you and your tribe could hide away and fight a war for almost half a year. Of course, when you opt to have your tribe shoot and kill the group of Army and government people trying to make peace with you, your fate quickly becomes sealed. Your tribe is all put in prison and you, and your other leaders are tried and executed.

Notice the three larger clustered hatches on one end (they are rectangles) and the antenna towers on the other end of the site (One large circle between two small circles).
