Portland water has some of the lowest Total Dissolved Solids in any municipal supply in the United States. Sacramento water ranges from 200-500 TDS, Portland is around 10-20 TDS on a bad day.
Actually, the greater Sacramento area has more than one water company. My old water district, in part of Sacramento, won a national public drinking water taste competition a few years ago. And was wonderful tasting. :)

off topic insanity! I can't stop myself, I'm a water resources consultant and I work at various times for a variety of our local water districts or agencies.

Taste isn't always a function of TDS, rather its a function of the combination of minerals the water has in it, and the levels of chlorine. You can instantaneously improve the taste of your tap water by running it through any filter (brita or pur for example), as these remove the chlorine.

If, by chance, you get your water in the Auburn/Roseville/Rocklin area, you're getting in my opinion the softest water in the Sacramento area, as this water comes direct off the foothills through Placer County Water Agency (either direct or wholesale).

Yeah it looks like everything is going to happen in one big explosion sometime in the next 9 days, or it will all be posturing, speculation, and a whole lot of huffing and puffing.
