Flagrant implies intentional, it probably wasn't. And if it was, it was just because James mistook Bibby's head for the ball.

Not even close. It was a clear shot to the head. The ball was away and on the other side of Bibby's body. It was a flagrant 1, as any shot to head automatically recieves. If they don't call it they risk retaliation by the Kings on Ray Allen.
