Well I'd say it's highly likely that they will amnesty Boozer if they can't find a trading partner.
I also would expect that Noah plays into their plans for the future since he's still young (28) and they have him under contract for 3 more years.
But if they do want to tank and are willing to trade Noah for draft picks/prospects/expirings here is how I'd go about it.
So given that I want to use IT, DWill, Thornton, JT, & 2019 1st pick to trade for Rondo/Wallace, that doesn't leave a whole lot of assets left to try and get Noah, but here are two trades that could work:
1.) We remove restrictions on our 2014 draft pick so that they get our draft pick for this year. (Maybe throw in some 2nd rounds if we can)
We then send Ben, Jimmer (expiring), Gray (expiring) so they get 2 expiring and a talented rookie. (This can't be done due to Gray's contract till Feb 10th)
We get Noah.
2.) We remove the restrictions on our 2014 draft pick so that they get our draft pick for this year. (Maybe throw in some 2nd rounds if we can)
We send them Jimmer (expiring) and Landry (With the idea that he can provide cheaper scoring than boozer once they amnesty Boozer)
We get Noah.
If we did that we'd be in complete 'Win-Now' mode and would have to fight to make a play-off push. We'd also have to sign some D-League types to get to the minimum.
We'd have to hope that Noah could stay healthy and Rondo would come back and play close to his old self.
But a Rondo/???/Gay/Noah/Cousins starting line-up would be absurd.
