Can we trade for Cleveland's 1st round pick and give that pick to the Chicago bulls?
If this is a serious question, the answer is no.
For one thing, Cleveland's pick is already going to Phoenix (1-10 protected, but obviously it's going).
But as to the larger question of whether we can acquire somebody else's pick and substitute it for our own that we owe to Chicago, no. They have a claim on our pick, not any other picks we might acquire.
I suppose it would be possible that we could acquire a pick (say in the 15-20 range) and trade it to Chicago for our conditional pick. Obviously, a straight trade like that wouldn't happen if our pick falls out of the protected range this year, because one of the teams would clearly lose the trade. But either at the deadline (i.e. before it is known whether we will convey this year) or before the draft (if we keep our pick this year), both teams might see an advantage in hedging their bets, so I guess not impossible.
