How does this affect the March 1 deadline set by the Maloofs and the NBA?
I have a bad feeling about this. Sounds like Stern is trying to save as much money as possible for the Maloofs for whatever reason. Or maybe AEG and MS&E are disagreeing about how much they owe collectively.
On the other hand, since they delayed it, it might mean that they think they can reach a complete deal eventually, there would just be another week necessary to make sure the offer sheet is hammered out. I hope this is the case.

C'mon County, don't quibble, do your part to contribute. This is for the region.The city of Sacramento seems poised to FINALLY do their substaintial part in forging development of the railyards with a new Sports & Entertainment facility, along with critical contributions by AIG, NBA and Maloofs. But all along there's been discussions about regional participation by surrounding entities, encompasing over 2 million population - County of Sac, but also West Sac (Yolo), Placer, El Dorado, Yuba, Sutter, etc. Apparently, "regional contributions" is now down to one single player but a significant one - Sacramento County. Here's what Sac County could come up with to add to the approximate $400m make or break kitty.

I think the announcement is good, especially as it was a joint KJ/Stern announcement. I figured there was no way the council was going to have enough time to review the term sheet in time for a Tuesday vote, at this point. The extra week is good, I think, plus gives time to work on some of the details that are very important to making this agreeable to the majority of the city council.
Actually, from sound of it and what County Supervisor Serna said, it's City of Sacramento that has been qibbling or at least frittering away the time the most. As he points out, the city had a full year to make this new proposal of asking to incorporate county parking garages into the plan to as Mayor KJ said, "helping cobble together funds," - instead of springing it on them at last second. This deal may still get done, should definitely get done but a lot of city politicians, so-called city leaders, seem strange as ever to me and certainly strangers to each other.

The county could have come up with any way they wanted to contribute, any time over the last year. None of the regional cities or counties stepped up to offer to help.
