question on free agent pick-ups

hi, setting up a league on yahoo, and wanted to put some rules into place regarding free agent pick ups in the season. bascially, we're putting it to a vote that it's either:

#1 - no limit on pick-ups
#2 - a set number of pick ups for the season (20-30).
#3 - $$ per pick up (say, $0.50 per)

i want something in place that 1) discourages people from making moves every second of everyday as a lot of people in the league have day jobs and lives, and 2) promotes trading. any suggestions? what does your league do?

While I find it annoying when people change their entire roster on a daily basis in order to juke stats, I haven't seen that many occasions where it actually works in their favor. I like the freedom to pick and drop as needed, since I operate on the philosophy of dropping my lowest performing player on a weekly or two-week basis (or sooner if someone on the FA wire is heating up). I'd rather use the FA wire to improve than trading...if I think a player is junk, who says the other managers won't think he's junk too?

Still, I think that the best way for you to go is to either set a cap limit, or make the time between each pickup last for 2 to 3 days. Thus, if someone tries to pick up a free agent, the new player isn't available for that team for the next two-three days.
