New arena as economic stimulus?

The guy's not very well-informed. 
The federal stimulus money is going to go to projects ready to break ground immediately. Even if the arena plan to be announced is considered economically feasible, were talking in years before they break ground. To me, absolute, pollyanna-optimistic fast track would put it at least two years away from breaking ground. I work in government on projects, believe me that would be a miracle timeline, although I can still hope. Bureaucracy hasn't crushed all of that out of me yet.
