Well, if PHX is willing to give up better draft capital...if they have it...

Maybe Washington thinks having the Nurk contract to flip as a large expiring over the summer could help them with a jumpstart?
 

They may also be buying back season tickets from angry Dallas fans? I think those owners are moving that franchise. Step 1 is to alienate the fan base. Then you can blame low attendance when you leave town. Just a gut feeling I get. I've seen this exact scenario play out before. Adam Silver doesn't want the NBA to be the only major US sports league without a team in Vegas and the new owner of the Mavericks also owns multiple casinos on the strip so it seems like there are some pretty easy dots to connect here.
