I think you need to be mentally tough team overall that doesn't back down. I don't know if teams really need an "enforcer" these days. I don't think you can say that Denver or Miami have that guy. I mean, Udonis Haslem definitely was back in his day, but he's played all of 2 minutes this postseason.
Looking back at the past few championship teams, the Warriors have a guy like that in Draymond, but I don't think the Bucks, Lakers, or Raptors did.
MAYBE, you could say Brooke Lopez for the Bucks, but while he's a physical presence, he's not really an enforcer in terms of dishing out hard fouls, intimidating other guys physically etc.
The problem is that those types of guys generally aren't good enough basketball players to stay on the floor for long stretches in today's NBA. Gone are the days of the Davises in Indiana or Charles Oakley and Anthony Mason for the Knicks. Or even Zach Randolph to name a slightly more current example.
Outside of Draymond, who really fills that role at this point? Maybe Steven Adams? James Johnson? PJ Tucker if you squint?
The Morris brothers try to have that vibe, but you just have to watch Jokic send Markieff to the injury list for a couple months after he hit Joker with a cheap shot to know that they don't really back it up.
Dillon Brooks also wants to be seen in that light, but after the Lakers series the Grizzlies don't want him back at any price, because he also can't back it up.
It's a dying breed of NBA player.
