Majestic is an egomaniac. Probably more dangerous to the people of Earth than my whole villain team combined. Heaven help them if they bruise his ego.You're just making up random stuff now. Majestic has gone to great lengths to defend the earth many times. Your premise that global warming has somehow progressed to the point that heroes are shunned without you doing anything to advance it, and that the heroes would just run away and hide in shame is likewise random and illogical. Regardless, you've chosen to use that strategy against heroes with the abilities to do something about that global warming.

Personality
The reason Majestic acts the way he does is because of his massive ego. He knows that he’s a full-blooded Kherubim Lord and likes others to know it too. He feels it’s his duty to protect those who aren’t as great as him, which in his eyes is everyone. In fact, he believes he’s so superior to the people on this planet that he won’t even have relationships with human women. Because he was born and trained as a Kheran Warlord, Mr. Majestic has very draconian views on the way things should be. He has power so he uses it, and he rarely, if ever, holds back against his enemies. When he was stuck in Metropolis, he took a stand against criminals in a way Superman never had, throwing them in stasis without giving them fair trials, even having to take on the Justice League when they showed their disapproval. Mr. Majestic does what he knows is right, whether other people want him to or not.
Being a scientist, Majestic is incredibly curious, which has come back to bite him more than once, most notably when his study of a Daemonite outpost resulted in him being stuck in the DC universe. Majestros invests most of his time (when not battling the forces of evil) shut off from others. He doesn't socialize with heroes or civilians and as a result is very distant. His biggest flaw is his inability to relax and get in touch with the world. One of the times he was really able to let loose and enjoy himself was when he was able to bring his son back to life, but when Majestrate died saving the world, Majestic returned to his normal self.
Well, respected Senator Palpatine and top scientist Norman Osbourne have given evidence that the use of super powers makes the global warming process speed up considerably and the best thing the humans can do to save themselves is to insist super powers stop being used and ask the supers to leave earth for good. SO now you want to use your super powers to "help" the Earth again; speaking on behalf of the people of Earth, Senator Palpatine says "No Thank you".

You think the people of Earth really want two heroes who see themselves as the supreme overlords of Earth making decsions for them; and they will trust something Psylocke would force Palpatine to say (which, BTW, would not happen... he may be an old man, but he is a sith lord). Then when Psylocke taps the Senator's inner thoughts and broadcasts them worldwide, his deception fully unravels.

I have it on good account that you and Aquaman are not on speaking terms. As such, I will stick by the maxim that heroes protect. They do not destroy.
