pardon me if this has been answered already.

If we wind up 5 and PHI 3 and we are drawn no.1 in the lottery can PHI swap with us?

If we finish 4 and Phi finishes 6 and swaps with us and we get drawn in the lottery can they swap again with us?

The swap will be settled after the lottery and final draft order is set.
If we have a better pick than PHI they will swap.
