Occupy Wall Streeters seem to be in favor of a new ESC. Sheedy's argument is kind of getting torn to pieces by the public comments.
they need the authorization to vote on the parking contract bidding for the railyards to get the money for the ESC. Yes vote means it proceeds and they can take offers from companies who want to operate the parking garages, no would basically stop everything.
How many votes are needed to proceed?
