I've said it before. I'm sure I'll say it again.
With situations like the Spurs-Robinson thing that allowed the Spurs to tank for literally only one season and grab Duncan (which may well mirror the whole Pacers-Hali thing this year for all we know); with situations like the Lakers being able to buy in free agency (or, let's be honest trade using bottom dollar for) just about any player they want; with all of the mistrust around the draft lottery as it stands...
I would like to briefly reiterate that the best way to use the draft to promote competitive balance in the NBA is to dissociate the draft order from team record altogether, and have NBA front offices (via a ranking vote) determine the draft order. It's simple game theory. The NBA front offices KNOW which teams are set for the future and which are in trouble. They know about finances, and contracts, all the salary cap stuff, they know which players are injured, which players are overrated, which players are ready to break out - in short, they know exactly who needs the most help and exactly who doesn't. Or, to be more blunt about it, they know exactly where they want the best draft prospects not to go, and they will collectively make sure that those prospects get routed to the teams where they will least hurt their own chances. Put a superstar next to Hali, just because he's out for the season? Nah! We'll send that guy to the Wizards...or (let's be honest) to the Kings. Let the teams with rough futures try to develop those players in the 4 (or so) years they have them - don't pair them up with Hali or send them to the Lakers.
And tanking? It's a thing of the past. Front offices know who's tanking. They know who they're worried about and who they're not worried about.
Gentlemen, we can fix this. We have the technology.

My favorite remains you can't have top 5 picks in back to back years and then lotto the remaining non-playoff teams.. Basically, eliminate the Spurs bullcrap where they get 1-4-2 in 3 consecutive years and I think really helps spread out the elite young talent across the league rather than consolidate in a couple places. And teams are far less likely to consider multi-years tanks if the absolute best-case scenario is a 6th overall pick if you got in the top 5.
