They look at things like projected growth, potential fanbase, the amount of competition in the market, etc. Sacramento has no competition from other pro sports, it’s projected to be one of the fastest growing regions in the country, and it’s got a long history of selling out NBA games. Those things are all attractive selling points to owners looking for a place to move.
There are no issues (plural), only an issue. We need an arena, that’s the only issue. If one were to be built, everything else about the market is great for a team.
