According to Orlando announcers, Joey Crawford said they are not supposed to presuppose anything, but just to see if the ball is off in time. The Orlando announcers said they were preplexed because they believed only a tip-in was allowed with 0.3 and under. They said that even Van Gunde was perplexed. So change in NBA rule?

The rule is 0.3 seconds. The official was technically correct:

The way I interpret the rule is that a catch and shoot can occur if 0.3 seconds is left on the clock, no less. Recent league wide interpretation has people believing that the language necessitates 0.4 seconds for a catch and shoot. If I'm missing something, the rulebook is in that link and someone will be lurking to strike me down.
