Probably has more to do with the probability of attracting NJ bettors than actually winning. Somewhere around the Celtics/Spurs the odds become more about enticing sure losers to bet on their teams and less about the real odds. But on the off chance that team catches fire they don't want those odds so high they'd actually lose money when you factor the money bet on everyone else.
