Sometimes, but not always. Rondo, Pierce, Rashard Lewis and Granger are four players who come to mind who slipped past where they were supposed to be drafted.
Sometimes team's pass on players because they draft need over talent. Sometimes not anticipating the drop, teams haven't worked out a player and are nervous about taking someone they haven't worked out. Sometimes in their workouts they fall in love with a certain player and just follow their guts. A lot can happen to make a good player drop.
