He was a very interesting player (despite all his flaws) back when he could actually play--few PGs had his combination of elite passing ability and tough, stellar defense. Would throw in 22 assist, 7 steal games as a rookie and make you believe he would be something special. But even then he sort of reminded me of an Antoine Walker version of PGs--he was a ball-dominant player who needed to turn the ball over incessantly and brick more than a fair share of shots to get his numbers, and that's not conducive to winning.
But PGs who can't shoot don't tend to age well, and in Tinsley's case that's only exacerbated by his constant injuries and lack of work ethic (doesn't seem to give his all most of the time/cruises off his skillset). I wouldn't be surprised to see if he was just a shadow of his old self, J-Will like decline all things said and done. And then there's the risk with his off the court issues, and put that all together he's a vet minimum player only for a mid-playoff team that needs a 3rd string PG really badly--Philly and Miami probably.
