Wait, isn't the luxary tax the only penalty for going over the cap right now? Think the tax was really meant to reign in the Paul Allen's of the world from trying to spend their way to a title -- could not sign free agents outright, but could use the Bird exception to trade for players and then lock them up in megadeals other teams might balk at. So an advantage in retention, but not inacquiring the players in the first place.
