well, Buford and Pop make all operational decisions together, so some of the credit for building that team has to go to him, as well. also, no great coach ever won without having a great team. just look at the players Jackson, Auerbach or Riley won with.

edit: not claiming that Pop is the greatest coach ever, btw, just pointing out that it's a really difficult discussion to have.

You'd be correct! Buford is the GM, but Pop's is the president of operations as well as being the head coach. He could in fact fire Buford if he desired and not the other way around. But yes, all the personnel decisions are made by both Buford and Pop's.
