I have no problem with the ref's enforcing that rule, but if they're going to, then don't pick and choose who you'll enforce it against. I watch a lot of basketball, and I seldom, if ever, see that rule enforced. Maybe in Cousins case, its because he forcefully passed it directly to the ref, where in most cases the players just sort of bounce the ball in the ref's direction. However, if its a delay of game, then it shouldn't matter how the ref gets the ball. Just enforce the damm rule all the time, and I think everyone will be surprised how quickly the players stop doing it.

Maybe, but why is it so hard to just let the ball go? Why does he (and other players) have to catch it out of the net and throw it to the referee?

Well, I have seen instances where a player under the basket makes no attempt to catch a ball coming through the net, has it bounce off of them out of bounds, and they get a delay of game for that. It turns into a damned-if-you-do, damned-if-you-don't situation if they enforce it, and honestly, even if nobody touches the ball I think catch-and-pass-to-ref is faster than let-the-ball-bounce-around-until-somebody-on-the-other-team-gets-to-it.
