Would the Kings arena staff care if I went from upper level seats to empty seats in the lower level? Or would they kick me out.

Why? Because you're trying to sit in a seat next to someone who has paid full price (well over $100+) and you want to know if the arena staff would care? Hell yes, they'd care - along with the people who ponied up the big bucks.
I tried this exact move a few months ago.
I was sitting in the upper deck and saw a huuuge empty area down towards the top/back of the lower deck, so We went down there after half time, assuming since it was still empty, it would be fair game.
We hadn't been sitting there for 10 minutes when this pleasant grey haired gentleman asks "Tickets please" and I say "ok, you caught us." He says "Ya, we look for people doing that down here, and we're going to be looking for people all game long, You'll have to go back to your regular seats". So we headed back up up up the stairs.
I watched the section off and on for the rest of the game, and I saw that guy kick maybe 20 people out of there after he got us.
Thinking back, that was the last time I went to a game. I haven't really been interested in going back to arco since that day, though I doubt its really correlated with the seat swap. Probably had more to do with what a stinker the game was and how unpleasant a lot of the fans were. I still remember the guy 4 rows from the top of the arena shouting "Go back to New York Napier". sheesh.

The guy asked a question specifically about shifting down to the lower level... we're trying to tell him it won't work. They check tickets in the lower level. They don't generally check them in the upper level UNLESS someone comes late and there are people in their seats.
Shifting seats in the upper level won't get you kicked out. Trying to do it to the lower level could.
But whatever. The OP is more than free to take whatever advice he chooses.

I used to have access to the best seats in the arena, I can honestly say I could care less who sat next to me or what they paid for the tickets (although I will say depending on your perspective it was either in the millions or nothing at all). On the other hand if I paid for a mid-price ticket and was otherwise satisfied with my seat I'd be a little irked to know people in worse seats were jumping in front of me - it would be more fair if we all got to move up a few rows.
And I'm sure the team would benefit if unused seats could be filled since a close in, packed crowd is going to be able to make more noise to the court floor, and add to the home court advantage.
Problem is, there's just no way that can be done in an equitable way. You can't make a rule such as after the first quarter people can move up 10 rows if they see an empty seat, because then somebody shows up late and wants their seat and then all the sudden 100 people have to move back to their original seats.
So sit where you were assigned. Simple as that.
