Hmm, not sure if the PB Bar and Grill is what you're looking for. It's generally geared toward the 20 something college crowd, but still is a quality laid back hangout if that's what you'd like.
I think you might like to check out the Altitude Sky Bar --

It offers a great panaromic view of Downtown San Diego and, as the site boasts, was ranked one of the top 25 best bars in the world by Conde' Nast. Get there early though because the line can get rather long.
Gaslamp is probably the best bet for the cocktails you're looking for, but there are great places to eat in the same area. Some of my personal favorites include the Oceanaire
