If you read futher Glenn, it also says that the team has the option of renouncing the exceptions. So if you were 8 mil under the cap and the exceptions took you over the cap, you could use the exceptions to sign players, at 5mil, 2.5 mil individually or you could renounce the exceptions along with any retricted free agents and have the entire 8 mil to sign one player. So it is possible to get under the cap. You just have to give up the exceptions to do it.

I understand. The problem with renouncing your exceptions is that if you use up all your cap space signing a free agent, you literally have no more options to sign players unless, I presume, the veteran minimum can be spent. The salary cap becomes as close to a hard cap as it can.

As a real life example, if you get substantially under the cap as we will in 2010 and have AT LEAST 4 spots to fill which is a reasonable guess since we got under the cap with AT LEAST 4 expiring contracts, one or maybe two free agents could be signed and then we would need to find 2 or 3 players (or more) who would accept the minimum. I don't know if that is easy or not. I am guessing it is not easy to find a small flock of players willing to accept the minimum salary.

That paragraph is silent on the Bird Exception and Early Bird Exception. I presume somewhere in that maze of rules those are mentioned.

It gets a bit complicated for a general manager and it gives me a headache. You pick whatever works best for your situation.

Yes and no. It depends on the player. It is not a problem because it is a remote possibility that any day, he or Artest could wake up and start(i like this term) clipping wins for whichever team they are on. And KT is a problem because any day isn't today. Or is it?

Artest, probably. KT? No way.

KT's problem isn't a matter of desire, it's a matter of talent. KT from three years ago may wake up one day and drop 20 and 10, the current KT is lucky not to go 0-for. It's a matter of vapidly diminished skill and talent. He can't shoot anymore. He can't pass. He can't make FTs. So he's been relying on his rebounding skill, which is inconsistent to begin with and not enough to compensate for his flaws. He will not just wake up one day and rediscover his stroke. He's bascially relearning how to shoot and that takes years to see result.
