Some questions concerning free-agents signing

Do teams need an equitable amount of cap space/exception to
re-sign their own free agents
or give sb. a contract extension
or to match an offer sheet signed by a restricted free agent ?

As far as I can remember,in a few years back,Golden State could just let Arenas walk out of the door after he signed the offer sheet from the Wizards.This year the Suns are saying they'd match any offer to JJ,so do the Bulls on Curry/Chandler and 76ers on Dalembert.But they don't seem to have that much of cap space ?

Just another question:How are trade exceptions given rise to ?
e.g.the one NJ reportedly are using to get SAR
