The naysayers on the Bee always bring up the Rivercats and this will make them look so stupid in their negative comments.

A JPA built Raley Field. The $40 million in bonds is being paid off through revenue from the stadium, but the backing of the city of West Sacramento, and Sacramento and Yolo counties made the project more attractive to investors.

"Nobody will buy revenue bonds unless bond buyers look at it and say, 'This is a safe investment,' " said West Sacramento Mayor Christopher Cabaldon, a supporter of the new arena project.

Marked. You're spot on. I keep saying this is really business as usual. Proposing a JPA for the new arena is not earth-shaking thinking. The difference is having to find revenue to pay off the bonds and it isn't likely to all come from the arena. Also, not earth-shaking to have fees, surtaxes or "tourist" taxes being some of the additional sources.

What really makes them stupid is the fact that you can't use bond funding to pay opeating costs, like hiring more teachers or police officers, or social workers or whatever else we are short on. The areas of the budget that are hurting are mostly with things that are all or mostly expense and don't generate revenue to pay back bond investors.

Well they never let ignorance of facts stop them in the past. I'm sure they will be in overdrive trying to connect the new arena some sort of evil.
