About McGuire yes. I believe he did not take anything illegal since there were limited regulations at the time.

Bonds has said he took steroids. Landis has the burden of proof against him.

?? As far as I know, it has never been legal to buy or obtain steroids or HGH without a doctor's prescription.

On March 12, 2004, the Anabolic Steroid Control Act of 2004 was introduced into the United States Senate. It amended the Controlled Substance Act to place both anabolic steroids and prohormones on a list of controlled substances, making possession of the banned substances a federal crime. The law took effect on January 20, 2005

It stimulates the production of testosterone, no? It was placed on the banned substances list after McGwire took it. It's all he's openly admitted to using, as far as I no.

The 2004 legislation amended the act to include "prohormones," which were technically not anabolic steroids.So anabolic steroids became controlled under 1990 legislation, prohormones with the 2004 legislation.

The act was amended by the Anabolic Steroid Control Act of 2004, which added prohormones to the list of controlled substances, with effect from January 20, 2005.[105]

I might add that it is not only controlled substances that require a prescription. Controlled substances historically have always been those drugs that can lead to addiction. The other drugs like antibiotics, heart pills, etc. have always required prescription.

There never has been a time that I know of when steroids could be bought over the counter.
