Will most of these projects happen even if the Arena thing doesn't go through?

If you are talking about the railyard specific projects, I would answer with a qualified yes. But to what degree and how fast is the real question. These districts are all pay as you go development projects. What the sports district does is puts money into the project within the next year and builds up infrastructure like roads, utilities, parking, etc. It really speeds up the process and likely makes a better end result. If you want to put a resturant or retail shop down there, you want to have the people traffic. That could come from local residents living there or the influx of people related to an attraction. Projects in other cities use museums or aquariums, but an arena would have a similar result.
So within the next 5 years you would see a major change in the railyard and without the arena it might take quite a bit more than that amount of time.

Neither of these have anything to do with the new arena, but it would make Downtown look THAT much better ;)
