I gotta say, launching dozens of basically burning balloons that can land in random places in Utah doesn't seem like a very wise move.

What takes the lanterns aloft is the small amount of heat from the candle. As we all know, heat rises, and thusly the lantern rises as well with it. The way the lantern comes down, is when the candle burns out, and the heat is gone. So there's usually little danger of one of the lanterns starting a fire. Not saying its impossible, but its unlikely.
