Draft Pick Clarification

I just need a clarification on something.

Is it allowed for a team to by a draft pick from another team without actually exchanging players.

For example if Kings went to Phoenix or any other team above them really, and said we will give you $5 million for that pick, would that be allowed under the rules?

I was told that it can happen but it seems a bit far fetched to be true :confused:
 
Well I think the maximum amount of cash that can be transferred in a trade is 3 million. I don't think this can happen out of the context of a trade. You may not be actually suggesting we buy phoenix's pick but the suns would have no reason to do that.

No neccessarily Suns' pick but a pick in general. So there is a restriction to the amound of money that can be given for a pick? So the team just can't go to another team and say we give you $10 million for your draft pick?

I checked thoroughly and couldn't find anything specifically about buying a draft pick. I think the key is that, as Vlade4GM said, there's a cash limit of $3 million that can be involved in a trade - and the purchase of a draft pick for cash is actually a type of trade.
 
For $3M or less, we might well be able to get a second-round pick, and I don't think it would be a bad idea at all. It might make Petrie look a bit the fool for trading away our second round pick with Keon Clark, but there's nothing which is ever going to make that trade look good.
 
Suns got a pick from Celtics for Raja.
Blazers bought 27th pick for "undisclosed amount of money". I think the sum was allowed maximum of 3 million.
