5. Predevelopment Process Agreement for the Entertainment and Sports Center

Location:
Downtown Plaza, District 4
Issue:
As set forth in the Term Sheet approved by Council on March 26, 2013, development of the Entertainment and Sports Center project is a public-private partnership with a significant City investment. This agreement is necessary to clearly identify the nature and extent of the City's rights and role in the development of this critical project.
Recommendation:
Pass a Motion authorizing the City Manager or his designee to execute the Sacramento Entertainment and Sports Center (ESC) Predevelopment Process Agreement with Sacramento Basketball Holdings LLC.

The regular meeting is set to begin at 6 p.m. following a closed session (regarding a pending litigation case) that is not broadcast.
 
Okay... some of those random public comments at the beginning of the meeting will certainly give you pause. One guy just accused the entire city council of being under the control of the Illuminati. :eek:
 
Next is a very elderly gentleman named Mr. Grant, who is apparently well known to the council. He presents a graphic report that states "for the past year a small dog has been allowed to mess on the carpet in the hallway of the 14th floor of 620 I Street..."

You can't make this stuff up. ;)
 
And now a woman is complaining because an inebriated man who had "defecated and urinated on himself" was not taken by paramedics to somewhere he could shower or bathe when she called 9-1-1...

Anything about the vote?

I clicked away for a few minutes and apparently misjudged when it would come up for vote. I missed the whole thing. They tabled a lot of stuff so I don't know if it was even discussed tonight. I'll try and find more info... It couldn't have been too important or CrownDowntown would have been there, I'm thinking, and they weren't.
 
It was what they call a consent calendar item. Which means they batch together a bunch of items like contracts and agreements that the council will pretty much rubber stamp approve. So they shorten it up and do very little discussion or debate among the council. Of course the public is allowed to speak on any of the items. But they take one vote and all the consent items are approved. Every once in a while they will pull one out of the calendar if it needs more work, but it speeds up the meetings significantly. It's actually in the Roberts Rules of Order. The agreement tonight was one that none of the council thought worthy of debate. So no need for Crown Downtown to show up for 5 minutes and then leave.

wow. reading these things makes you think that Parks&Rec might be an actual documentary.
 
I must admit, that after almost 4 years of council meetings, it can be quite entertaining. And no, you couldn't make that stuff up, VF.
