Analysis of the Referees in the 2002 WCF

he talks about how he watched certain plays over and over up to 10 times in slow mo. does that mean that the ref's did the same? how were they able to determine if something was a foul in a split second but took this guy 10 times in slo mo to determine if it is a foul or not?

You don't need slo-mo to understand Kobe's elbow hitting Mike Bibby's head is a foul on Kobe.

He watched certain plays over and over to determine whether or not the call was correct, dubious, etc. Since he was trying to tally and grade all the calls, I think he was simply trying to do the most unbiased assessment he possibly could.
