Nope. They will have two huge exceptions. Right now they have a 6.3 from the Lee trade. They will probably get another 5 for Yao.

Nobody will trade for Yao until after the mid-point. At which time, he'll have less than 8 million on his deal with the team having to pay 1/2 of his salary because of the injury insurance. So a team could trade anywhere between 8 million and well over 20 million in contracts to the Rockets and pay less than 4 million in salary this seaon after the deal. (On the low end there would be no savings, but as you go up the saving are huge.)

The Rockets are looking for a team to do this for non-basketball reasons where the Rockets take a player(s) of a team's hands and the other team gets little more than a lower payroll (not cap space, salary)
Maybe I am confused here, but I think you are mistaken on the use of the trade exceptions. Those act like chunks of player salary that would allow the Rockets to bring in a more expensive player than Yao. However, they cannot use the exeption to subtract money from Yao's salary in the deal. So those are worthless as far as trading Yao to another team is concerned, unless the Rockets plan on taking on over 23 million in contracts.

They don't need the exception to "lower Yao's salary." Yao's salary is cut in half by insurance. That is true of any team that has Yao. His cap number is 17, but any team will pay 1/2 of his salary. The salary dump is a seperate part of the deal.

Your point was that the Rockets would need to take back 17. Because the Kings would still be under the cap, they don't have to be within the 125% limit. The 125% applies to teams over the cap trying to take back more salary. That's why they can dump him here for a lot less. You are right, the exceptions don't cover that part of what I was talking about. But the Rockets don't have to take back 17 million in contracts.

You are right the TPE's work to make the deal work the other way. You can't combine the exceptions, but Rockets can take back Yao 17 + 6.3 in TPE ... and if they got a 3rd team in the trade they will have another 5 TPE to play with.

Thus, in just about any Yao trade with Sacramento you don't need the trade machine. As long as: (1) the Kings payroll isn't over the cap after the trade; or (2) the Rockets aren't taking back 24 million in contracts for a two team trade or 29 in a 3 teamer ... it's probably going to work.

And because of the insurance - a cap nutral deal will end up being a salary dump for the team that takes Yao.

Ok, I see where you are coming from, you are talking about with the Kings. I was referring to other teams. I don't see them getting anything too valuable back for Yao because with most teams they would have to take back a ton of salary.

I think considering what they are looking for, they would have a hard time getting us involved as a 3rd team. They want a star or great young talent back for Yao, we would want young talent/picks back for absorbing a contract and I don't see a third team giving both us and them good young talent and picks just to save a few million dollars.
