I'm not aware of a consumer-level package that will get you access to all college basketball games. There are professional scouting services like Synergy but they are super expensive. My solution is to subscribe to YoutubeTV, and ask it to record *every* NCAA men's basketball game (it's a one-click thing). Then every game is accessible for I think one year - useful because sometimes guys emerge mid-season on small conference teams and you miss your shot. But that wouldn't work for you for this year, because even though a recording of it is obviously on their servers somewhere, you don't get access to it unless *you* asked to record it. (Also, that wouldn't work internationally...)
