Sacramento Kings, 1999: six years, $62.5 million
Better players, smarter coaches and a new ownership group combined to turn the Sacramento Kings around -- but it was Divac who held everything together at century's end. His locker-room guidance helped convince a dubious and distressed Chris Webber to stay in the California capital, and Vlade's on-court derring-do set the tone as the Kings vaulted out of the lottery and into championship contention.

Several of the signings on the list are teams re-signing their own free agents. It didn't take a genius to re-sign Tim Duncan or Shaq in the prime of their careers. They should have limited the list to free agents signed from other teams.
 
They didnt resign Shaq..
The only re-sign is the Tim Duncan one, and the beauty of that re-sign is that it was for 4 myears, which demanded the Spurs to be on their toes rather than free-spend into oblivion. This in itself deserved its own mention, while everyone else was getting maxed out for 7 years.

Shaq let it be known in no uncertain tones that he thought he had movie-star potential, and wanted to move to LA. Jerry west and lakers just had to accomodate his wishes... there was no real gamble involved.

Duh. You're right - I was thinking that they had signed him to an extension at some point. Next time I oughta RTFA.

Not to mention the NBA seemed to do everything in their power to make sure it happened.

Yes but Jerry still had to complete with the Clippers for Shaq.
