I don’t see how it could be inclusive since the city owns the arena and the franchise is merely responsible for it’s management.

Be careful what you wish for people. If a new big money investor were to buy majority stake from Vivek for billions of dollars, they would most likely move the Kings to bigger more high profile city, like Seattle or Las Vegas. A new owner would not have any allegiance to Sacramento and the franchise would be worth more in city like Seattle or Las Vegas. And unlike David Stern, I don't think Adam Silver would save Sacramento.
