"Talks" Happen on a frequent basis between most GMs. GP hs stated several times he gets calls from a myriad of GMs who call and throw ideas back and forth every other week or so. Whether they ever get serious is a different matter.

In this case reports are that the Kings initiated talks (source: Stein of ESPN in Daily Dime 12/30). Obviously these are just reports, but still if the Kings are initiating talks, then it doesn't matter as much whether they ever get serious.
