I'd like to see the charge/block rule explicitly changed so that the defender has the right to not only hold their ground, but to move backwards. Can't move forwards or sideways into the offensive player, but if the defender is moving backwards and the offensive player still runs him over, that should be a charge.

I haven't read the entire discussion, but you do realize after 4 fouls the other team will go to the line each additional foul? so 3 fouls in 2 minutes is a big no no.
